Curaçao gambling licence vs UKGC
A Curaçao licence does not cover customers in Great Britain, where a Gambling Commission licence is required. We set the UK rules on bonuses, payments, disputes and self-exclusion against the casinos’ terms.
Read the comparisonNo Curaçao licence permits a casino to serve Great Britain. The 12 casinos we review show what UK rules would change: offer terms with 25× to 40× wagering against a UK cap of 10×, credit-card payments the UK bans, and no named independent dispute service.
Is a Curaçao gambling licence valid in the UK? The short answer
No. A Curaçao gambling licence lets a company offer gambling under Curaçao’s rules, supervised by the Curaçao Gaming Authority (CGA). It does not cover Great Britain. Under the Gambling Act 2005, as amended in 2014, any business whose remote gambling is used in Great Britain needs a licence from the Gambling Commission, wherever the business is based, and providing it without one is an offence by the business. Northern Ireland has its own gambling law.
For a player in Great Britain, the practical point is what a Curaçao licence does not bring. The UK rules that cap bonus wagering at 10 times, ban credit-card gambling, limit online slot stakes, require a stated level of protection for your balance and give you a free, Commission-approved dispute service do not apply. Curaçao has its own rules on complaints, dispute resolution and self-exclusion, and in some places they are stricter, but they are enforced in Curaçao.
The 12 casinos we review against UK rules
We set three UK rules against what the 12 casinos we review published in October 2026: whether the site restricted a visit from the UK, how much play their welcome bonus requires against the UK cap of 10 times the bonus, and how they handle self-exclusion. Seven hold Curaçao licences, Wildies holds an Anjouan licence and four name no licence. Where a site did not restrict our UK visit, that is not permission to serve Great Britain, and UK-licensed protections still do not apply. Our page on Curaçao gaming licence restricted countries compares the countries each casino excludes in its terms.
| Casino and licence | UK visit, wagering and self-exclusion |
|---|---|
| Rolletto Curaçao licence (Santeda International B.V.) | UK visit: restricted. Welcome wagering: 40× deposit plus bonus on the first two stages, 30× on the third. Self-exclusion: six months to five years, requested by email. |
| Velobet Curaçao licence (Santeda International B.V.) | UK visit: restricted. Welcome wagering: 30× deposit plus bonus. Self-exclusion: six months to five years, requested by email. |
| Zizobet Curaçao licence (Santeda International B.V.) | UK visit: not restricted. Welcome wagering: 30× deposit plus bonus. Self-exclusion: six months to five years through customer support. |
| Cosmobet Curaçao licence (Santeda International B.V.) | UK visit: restricted. Welcome wagering: 30× deposit plus bonus. Self-exclusion: six months to five years, requested by email. |
| Goldenbet Curaçao licence (Santeda International B.V.) | UK visit: restricted. Welcome wagering: no welcome package; spin winnings are wager-free and cashback needs 45×. Self-exclusion: six months to five years, requested by email. |
| Betmac Curaçao licence (Sefiarray B.V.) | UK visit: not restricted. Welcome wagering: 35× deposit plus bonus (its promotions FAQ says 45×). Self-exclusion: an account tool, with longer periods by email. |
| Freshbet Curaçao licence (Ryker B.V.) | UK visit: restricted, and its terms exclude UK residents. Welcome wagering: 30× deposit plus bonus. Self-exclusion: six months to five years, requested by email. |
| Wildies Anjouan licence (Leva Limited) | UK visit: not restricted. Welcome wagering: 30× the bonus; 40× free-spin winnings. Self-exclusion: on request for a set period. |
| Slotosport Names a company, no regulator | UK visit: not restricted, but its terms exclude UK residents. Welcome wagering: 25× the bonus. Self-exclusion: by email, for at least six months. |
| Winbeast No operator or licence named | UK visit: not restricted. Welcome wagering: 40× the bonus. Self-exclusion: an account tool for a set period, or by email. |
| Winplace No operator or licence named | UK visit: not restricted. Welcome wagering: 40× the bonus. Self-exclusion: none described on its responsible gaming page. |
| Legionbet No operator or licence named | UK visit: not restricted. Welcome wagering: 40× the bonus. Self-exclusion: none described on its responsible gaming page. |
Three more gaps apply to all 12. Every one refers to credit-card payments somewhere in its terms, payment pages or FAQ, a payment method the UK has banned for gambling since 2020. None names an independent dispute service in its terms. And none of the terms we read says how your balance is protected if the company fails, which a UK-licensed casino must state.
Curaçao licence vs UKGC licence: the rules side by side
The two systems regulate the same things in different ways. This table sets the Curaçao rules against the Gambling Commission’s, as published in October 2026.
| Topic | Curaçao (CGA) | Great Britain (Gambling Commission) |
|---|---|---|
| Who needs the licence | Anyone offering gambling in or from Curaçao; the holder must be a company incorporated and based there. | Any business whose remote gambling is used in Great Britain, wherever it is based. |
| Age and identity | Age checked at registration, before any deposit or bet. | Age and identity checked before you gamble; ID cannot be made a condition of withdrawing if it could have been asked for earlier. |
| Bonus wagering | No cap in the rules we read; terms must disclose the requirement. | Capped at 10 times since January 2026; bonuses that mix products, such as betting and slots, are banned. |
| Online slot stakes | No limit in the rules we read. | £5 per spin, or £2 for adults aged 18 to 24, since 2025. |
| Credit cards | The casino may not give or arrange credit; we found no ban on paying by credit card. | Banned for gambling since April 2020, including through e-wallets. |
| Deposit limits | Daily, weekly or monthly limits; cuts apply at once, increases after seven days. | A prompt to set a limit before your first deposit since October 2025; true deposit limits since June 2026. |
| Self-exclusion | At least 12 months on a written request, covering every brand under the licence. | Under the Commission’s code, a minimum period of 6 to 12 months should be offered, extendable, with up to at least five years available. |
| Disputes | Complaint answered within four weeks, extendable once; free ADR paid for by the casino, from CGA-certified services. | Free ADR from a Commission-approved provider after eight weeks, or sooner at deadlock. |
| Your balance | A guarantee fund is provided for in law but not shown in operation. | Terms must state whether funds are not protected, or have medium or high protection. |
| Game testing | The CGA certifies test laboratories, among them eCOGRA. | Games must be tested by an approved test house before release. |
Curaçao is not weaker on every point: its minimum self-exclusion is longer than the UK minimum, and a Curaçao casino must give a reasoned answer to a complaint within four weeks, extendable once, where a UK casino has eight weeks before the dispute can go to ADR. The difference that matters most to a player in Great Britain is who enforces the rules. A UK-licensed casino answers to the Gambling Commission; a Curaçao-licensed one answers to the CGA in Willemstad, under Curaçao law. Our guide to Curaçao gaming licence changes explains the Curaçao rules in detail.
Is it illegal to play at a Curaçao casino from the UK?
The offence in the Gambling Act 2005 is providing facilities for gambling without a licence (section 33). Since the 2014 amendment, it applies to remote gambling used in Great Britain even when none of the operator’s equipment is there, and the Act says it is the person providing the facilities who commits it. The Gambling Commission’s licensing pages say the same: regardless of where a business is based, it needs a Commission licence to provide gambling online to consumers in Great Britain.
So the legal risk sits with the casino, but the practical risk sits with you. The Commission warns that unlicensed sites often lack age verification, responsible gambling tools, secure payments and a proper dispute scheme, and that some block payouts or set withdrawal limits so high they cannot be reached. A Curaçao licence means a company has a regulator, but that regulator cannot act on UK consumer rules. In short, a Curaçao gambling licence in the UK brings none of the Commission’s protections.
Northern Ireland
The Commission’s powers under the Gambling Act cover England, Scotland and Wales. Northern Ireland regulates gambling under its own 1985 Order, although remote operators that offer gambling there with key equipment in Great Britain, or advertise there, must hold a Commission licence. A Curaçao licence does not cover Northern Ireland either.
Bonus wagering: 10 times in the UK, up to 40 times at the casinos we review
From January 2026 the Gambling Commission capped bonus wagering requirements at 10 times and banned promotions that require you to play more than one product, such as a free bet that unlocks only after playing slots. We found no such cap in the Curaçao rules, and the offer terms of 11 of the 12 casinos we checked set 25 to 40 times; Goldenbet had no welcome package in October 2026.
The base matters as much as the multiple. Take a €100 deposit with a €100 bonus. A UK-licensed casino could require at most €1,000 of play. At 25 times the bonus (Slotosport) it is €2,500; at 40 times the bonus (Winbeast, Winplace, Legionbet) it is €4,000; at 30 times the deposit plus bonus (Velobet, Zizobet, Cosmobet, Freshbet) it is €6,000; and at 40 times the deposit plus bonus, as on Rolletto’s first two stages, it is €8,000. That is two and a half to eight times the play the UK cap allows, often within five to 30 days. Our bonus conditions guide explains how to read these terms.
Credit cards and the protection of your balance
Since April 2020 nobody in Great Britain can gamble with a credit card at a UK-licensed site, and the ban extends to credit cards loaded into e-wallets. The rule binds UK-licensed casinos only, and all 12 casinos we review, with or without a Curaçao licence, refer to credit-card payments in their terms, payment pages or FAQ. The LOK bars a Curaçao licence holder from giving or arranging credit itself, but we found no ban on paying by credit card in the Curaçao rules we read. Our Visa and Mastercard guide and Neteller and e-wallets guide cover card and wallet payments at these casinos.
A UK-licensed casino must say in its terms whether your money is not protected, or has medium or high protection, if the business fails, and since October 2025 it must remind you every six months if your money is not protected. Even then, the Commission points out that money held by a gambling business is not protected by the Commission or the government the way a bank account is. None of the 12 casinos’ terms we read says how your balance would be treated if the company failed. Curaçao’s law provides for a guarantee fund for player balances, but we found no CGA document showing it in operation.
Stake limits, deposit limits and self-exclusion
UK-licensed online slots have had a maximum stake since 2025: £5 a spin for adults aged 25 and over and £2 for those aged 18 to 24. UK-licensed casinos must also prompt you to set a financial limit before your first deposit and, from June 2026, offer a true deposit limit based only on what you pay in. The Curaçao rules require deposit limits that take effect at once when lowered and after seven days when raised, but we found no slot stake limit in them.
On self-exclusion, Curaçao’s law is stricter on paper: a written request must exclude you for at least 12 months, across every brand under the operator’s licence, and the CGA’s policy calls for one-click cooling-off periods without emailing the casino. The UK rules ask casinos to offer a minimum of 6 to 12 months, extendable, with periods of up to at least five years. In practice, six of the seven Curaçao-licensed casinos we review describe self-exclusion from six months, requested through customer support or by email, and Winplace and Legionbet describe none. If you need a break, ask for at least a year and keep the written confirmation. The National Gambling Helpline, run by GamCare, offers free, confidential support, and our responsible gambling page lists more help.
Complaints and disputes: UK ADR vs Curaçao ADR
At a UK-licensed casino you complain to the business first. If it is not settled within eight weeks, or sooner if the casino gives a final answer, you can take it to an alternative dispute resolution (ADR) provider approved by the Commission, free of charge, and the casino should tell you which one. The casino cannot use ADR to take away your right to go to court, and the small claims court remains an option afterwards.
Under a Curaçao licence the route is set by the LOK and the CGA’s policies: complain within six months of the incident, get an acknowledgement within a week and a reasoned answer within four weeks, extendable once by four. If that fails, the casino must offer free ADR from a CGA-certified service, and the CGA expects the outcome to bind the casino. By August 2026 the CGA had certified seven such services, but none of the seven Curaçao-licensed casinos we review names one in its terms, and the CGA does not decide individual disputes itself. Our guide to whether Curaçao casinos are safe compares the complaint rules of all 12.
How to check whether a casino holds a UK licence
The Gambling Commission publishes a register of licensed gambling businesses on the Gambling Commission website. It can be searched by business name, trading name or domain name: start with the company named in the casino’s terms, then check that the exact website you are using is listed against that licence and that the licence covers remote casino. A casino showing a Curaçao seal, a sterling balance or an English-language site is not evidence of a UK licence.
To check the Curaçao side, match the company and licence number in the terms against the CGA register and the certificate linked from the site. Our guide to checking a Curaçao casino licence takes you through both. Freshbet’s terms, for example, exclude UK residents outright.
Our assessment: what a Curaçao licence means for UK players
A Curaçao licence and a UK licence are not alternatives. The Curaçao one tells you a company is regulated in Curaçao and gives you a Curaçao complaint route; it does not authorise the company to serve Great Britain. The gap shows clearly in the terms of the casinos we review: offer terms with wagering of 25 to 40 times against a UK cap of 10, references to credit-card payments the UK has banned, no named dispute service and nothing on how balances are protected.
Curaçao’s rules are not empty, and on self-exclusion and complaint deadlines they ask more than the UK’s. But they are enforced by a regulator in Willemstad under Curaçao law, and a UK consumer’s usual safety net, from the Commission’s rules to an approved ADR provider, is missing. For readers in Great Britain, check for a Gambling Commission licence first.
How we checked this guide
We read the Gambling Commission’s guidance on remote licensing, promotions, slot stakes, customer funds, credit cards, financial limits, self-exclusion, complaints and ADR, and sections 33 and 36 of the Gambling Act 2005 as amended by the Gambling (Licensing and Advertising) Act 2014, all as published in October 2026. The Curaçao rules come from the National Ordinance on Games of Chance and the CGA’s policies on complaints, ADR, responsible gaming and terms and conditions. The casino findings come from the terms, payment and responsible gaming pages captured for our October 2026 reviews and from UK visits made through a UK VPN connection in October 2026. We made no deposits, complaints or self-exclusion requests.
Frequently asked questions
Is a Curaçao gambling licence valid in the UK?
No. It authorises a company under Curaçao law, not in Great Britain, where any business offering remote gambling to consumers needs a Gambling Commission licence wherever it is based. Northern Ireland has its own law, and a Curaçao licence does not cover it either.
Is it illegal to play at a Curaçao casino from the UK?
The Gambling Act offence falls on the business that provides gambling without a licence, not on the person using it. But at a site without a UK licence, the Commission’s protections do not apply, from the 10 times wagering cap to approved dispute resolution.
Do Curaçao casinos follow the UK’s 10 times wagering cap?
No, the cap binds only UK-licensed casinos. The Curaçao-licensed casinos we review set 30 to 40 times the deposit plus bonus on their welcome offers, apart from Goldenbet, which had no welcome package, and the casinos without a Curaçao licence set 25 to 40 times the bonus.
Does the UK credit card ban apply to Curaçao casinos?
No. The ban is a condition of a UK licence, and all 12 casinos we review, with or without a Curaçao licence, refer to credit-card payments in their terms, payment pages or FAQ. Curaçao’s law bars the casino from lending to you itself, but we found no ban on card payments in its rules.
Who handles a dispute with a Curaçao-licensed casino?
You complain to the casino first, then to a CGA-certified ADR service that the casino must pay for. The CGA does not decide individual disputes itself.
Which is safer, a Curaçao or a UKGC licence?
For a player in Great Britain, a UKGC licence, because it brings rules enforced by the UK regulator: capped wagering, no credit cards, stated balance protection and approved ADR. Curaçao’s rules are stricter on minimum self-exclusion and complaint deadlines, but they are enforced in Curaçao.
