Curaçao licence restricted countries
A Curaçao licence has no single list of banned countries: each casino writes its own. Here is what each casino we review excludes, how the UK fares and what happens to a balance.
See the casino listsCheck the casino’s own terms, not the licence: the restricted countries differ from casino to casino, can sit in more than one section of the terms, and a website that opens in your country has not accepted you.
Which countries does a Curaçao gaming licence restrict? The short answer
A Curaçao gaming licence, often called a Curaçao gambling licence, does not come with one list of restricted countries. The Curaçao Gaming Authority (CGA) puts the duty on each licence holder instead: its guideline on casino terms says a casino must comply with the laws of the countries where it offers its services and tell players clearly where play is permitted and where it is restricted or prohibited. So every casino writes its own list, and the lists differ widely.
Among the 12 casinos we review, the restricted-country lists in their terms ran from a single named country at Wildies to 208 countries and territories at Winbeast in October 2026, and the United States is the one country all 12 exclude. Only two name the United Kingdom, Freshbet and Slotosport, yet five of the seven Curaçao-licensed casinos restricted our UK visits, so the terms and the website can give different answers.
Restricted countries at the 12 casinos we review
The table lists the countries each casino names in its terms as ones whose residents it will not accept, with what our UK visit showed in October 2026. Seven of these casinos hold a Curaçao licence; Wildies holds an Anjouan licence, and Slotosport, Winbeast, Winplace and Legionbet give no licence details.
| Casino | Countries excluded in its terms, and our UK visit |
|---|---|
| Rolletto | Excluded: Aruba, Bonaire, Curaçao, Georgia, Lithuania, the Netherlands, Saba, Sint Maarten, the United States and its dependencies, and FATF-blacklisted countries; Russia and Belarus under a separate sanctions clause. UK: not in the terms; our visit was restricted. |
| Velobet | Excluded: the same list as Rolletto, plus a clause closing accounts of players from Georgia. UK: not in the terms; our visit was restricted. |
| Zizobet | Excluded: the same list as Rolletto, plus the Georgia clause. UK: not in the terms; our visit was not restricted. |
| Cosmobet | Excluded: the same list as Rolletto. UK: not in the terms; our visit was restricted. |
| Goldenbet | Excluded: the same list as Rolletto. UK: not in the terms; our visit was restricted. |
| Betmac | Excluded: 37 countries and territories, among them Australia, Austria, Belgium, France, Germany, the Netherlands, Portugal, Spain, Sweden, and the United States and its territories. UK: not in the terms; our visit was not restricted. |
| Freshbet | Excluded: two lists in different sections of its terms, 21 countries between them, including Australia, Brazil, Canada (Ontario included), France, Portugal, Spain, the United Kingdom and the United States. UK: excluded in the terms; our visit was restricted. |
| Wildies | Excluded: the United States and its territories, FATF-blacklisted countries and any country where online gambling is prohibited. UK: not in the terms; our visit was not restricted. |
| Slotosport | Excluded: Austria, the Comoros, France, Germany, the Netherlands, Spain, the United Kingdom, the United States and FATF-blacklisted countries, for residents and for access from those countries. UK: excluded in the terms, although our visit was not restricted. |
| Winbeast | Excluded: 208 countries and territories, including Spain, Sweden, Malta, Poland, Curaçao, Russia and the United States, but not France, Germany, the Netherlands or the United Kingdom. UK: not in the terms; our visit was not restricted. |
| Winplace | Excluded: six countries: Belarus, Georgia, Malta, Poland, Russia and the United States. UK: not in the terms; our visit was not restricted. |
| Legionbet | Excluded: 17 countries, including Bulgaria, Georgia, Malta, Mexico, Poland, Slovenia and the United States. UK: not in the terms; our visit was not restricted. |
The five casinos of Santeda International B.V. share almost word for word the same list, which is why the first five rows match. Freshbet’s two lists disagree: its “who can play” section names Georgia, Lithuania, Russia, Belarus and FATF-blacklisted countries, which the second list leaves out, while its section on the availability of games adds Australia, Brazil, Canada, France, Iran, Iraq, Portugal, Spain and the United Kingdom. Read both before relying on either; our Freshbet review covers its other terms.
What the Curaçao gaming licence says about restricted countries
Curaçao’s National Ordinance on Games of Chance, known as the LOK, has applied to online gambling since December 2024, and the CGA documents we read do not attach a fixed list of restricted countries to every licence. Three rules shape the lists instead.
- Each casino must say where play is allowed. The CGA’s guideline on terms and conditions makes the licence holder responsible for complying with the laws of the countries where it offers its services, and for telling players clearly where participation is permitted, restricted or prohibited.
- Money-laundering risk counts. The CGA’s anti-money-laundering rules of January 2025 treat a player’s residence, nationality and place of birth as risk factors, with countries that have weak controls, significant corruption or international sanctions treated as high risk and the FATF lists among the sources to consult. Several of the casinos’ lists exclude FATF-blacklisted countries outright, meaning the countries on the FATF’s list of high-risk jurisdictions subject to a call for action, the first source the CGA’s rules name.
- The licence is not permission to serve a country. A Curaçao licence lets a company offer games of chance from Curaçao under Curaçao law. Whether it may serve players in another country depends on that country’s law, which is why Wildies and Slotosport also exclude any country where online gambling is prohibited, without naming them.
The CGA has acknowledged the issue. Its stakeholder bulletin for May to July 2026 reported a discussion of the growing number of national licensing regimes and of the need to manage access from restricted jurisdictions effectively. Our guide to the Curaçao Gaming Authority explains what the regulator does and does not do.
The most commonly restricted countries
Counting every list in the terms of the 12 casinos we review, a few countries come up again and again. Some follow sanctions and several are the Dutch Caribbean islands around Curaçao itself; the terms do not explain the rest.
| Country | Casinos that exclude it, out of 12 |
|---|---|
| United States | 12: every casino we review. |
| Belarus | 9: the five Santeda casinos, Betmac, Freshbet, Winbeast and Winplace. |
| Curaçao | 8: the five Santeda casinos, Betmac, Freshbet and Winbeast. |
| Netherlands | 8: the five Santeda casinos, Betmac, Freshbet and Slotosport. |
| Georgia | 8: the five Santeda casinos, Freshbet, Winplace and Legionbet. |
| Russia | 8: the five Santeda casinos, Freshbet, Winbeast and Winplace. |
| FATF-blacklisted countries | 8: the five Santeda casinos, Freshbet, Wildies and Slotosport. |
| Spain | 4: Betmac, Freshbet, Slotosport and Winbeast. |
| France | 3: Betmac, Freshbet and Slotosport. |
| United Kingdom | 2: Freshbet and Slotosport. |
One pattern stands out: every Curaçao-licensed casino we review excludes residents of Curaçao itself, and most also exclude the other Dutch Caribbean islands, Aruba, Bonaire, Saba and Sint Maarten. Outside the Santeda group, the lists share little: Winbeast excludes Spain and Sweden but not France or Germany; Betmac excludes all four, and Winplace none of them.
Is the UK a restricted country for Curaçao casinos?
Under Great Britain’s law, a casino serving customers there needs a licence from the Gambling Commission, which you can check on the Gambling Commission website; a Curaçao licence does not replace it. None of the 12 casinos we review holds a UK licence.
The casinos’ own terms are less consistent. Only Freshbet and Slotosport name the United Kingdom as a restricted country. In our October 2026 visits from the UK, Rolletto, Velobet, Cosmobet, Goldenbet and Freshbet restricted access, while Zizobet, Betmac and the five casinos without a Curaçao licence did not, Slotosport included. A website that opens in the UK has not shown that it may serve you there, and a casino whose terms say nothing about the UK has not said that it accepts UK residents either. Our guide to the Curaçao gambling licence in the UK compares the two sets of rules, and our page on Curaçao casinos accepting UK players sets out what each casino showed a UK visitor and what its terms say about UK accounts.
What happens if you play from a restricted country
A restricted-country clause is not only a registration rule. Several casinos we review set out what happens to an account, and to the money in it, once they find that a player lives in, or plays from, a country they exclude.
- Accounts closed and balances kept. Rolletto, Velobet, Zizobet, Cosmobet and Goldenbet say that, because of sanctions, they cannot pay players from Russia or Belarus, close such accounts on detection and keep the remaining balance.
- Deposits refunded with a deduction. Velobet and Zizobet say an account found during verification to belong to a player from Georgia will be closed, and that the casino may refund the deposits less 20%.
- Funds forfeited for wrong details. Slotosport can block an account without notice if the country of residence given at registration proves inaccurate or inconsistent with the documents, and the remaining funds are forfeited.
- No VPNs. Wildies, Slotosport, Winbeast, Winplace and Legionbet forbid VPNs or similar tools that hide your location, and Winbeast may confiscate winnings obtained by getting round regional limits on its games.
Identity checks are where most of these clauses bite: your documents show where you live, whatever your connection showed. Our casino verification guide explains what those checks involve.
Countries excluded from bonuses, payments or games
A casino that accepts your country may still keep some of its offers from you. The terms of the casinos we review contain separate country lists for bonuses, card payments and some games.
- Bonuses. Rolletto and Cosmobet withhold deposit and welcome bonuses from players in Finland, Japan and Thailand. Goldenbet lists 54 countries whose players are not eligible for its promotions, with Finland eligible only for its 10% cashback; Freshbet lists 52 that cannot take its casino and live-casino welcome bonuses; and Slotosport’s bonus policy keeps deposit free spins from 52 countries, the United Kingdom among them. Winplace offers no bonuses in its six restricted countries and excludes a longer list from no-deposit bonuses and free spins.
- Payment cards. Velobet, Zizobet and Freshbet say Visa is not supported in the United States, Australia, Hong Kong, India, Indonesia, Japan, Korea, Malaysia and Singapore, and that Mastercard works only in a named list of European countries, Turkey and the United Kingdom.
- Games. Game providers set their own limits: Winbeast’s terms say certain NetEnt games and some branded slots are unavailable in some countries, and that players in some countries cannot win NetEnt jackpots.
Our guide to Curaçao casino bonuses covers the offers themselves.
How to check whether a Curaçao casino accepts your country
- Read the whole terms, not one clause. Look for sections headed “who can play”, “restricted countries” or “availability of games”, and keep reading: Freshbet’s second list sits in a different section from its first.
- Check the bonus and payment terms. A country can be accepted for an account but excluded from bonuses, free spins or a card scheme.
- Check your own country’s law. The casino’s list is its own risk decision; it does not tell you whether gambling at a casino licensed abroad is legal where you live.
- Match the licence to the website. A restricted-country list is only part of the picture; our Curaçao gaming licence check shows how to confirm which company runs the site and whether its licence covers it.
- Do not use a VPN. Several casinos forbid them, and getting round a restriction can cost you the balance.
Our assessment of Curaçao’s restricted countries
Searching for Curaçao gaming licence restricted countries suggests a list the licence does not have: each casino sets its own. The lists we read vary from one named country to most of the world, sometimes contradict themselves within the same terms, and do not always match what the website does when you visit. The United States is the one country every casino we review excludes.
The safest reading is the strictest one. If any list in the terms, or the website itself, excludes your country, assume the casino will not pay you there, and remember that a list which does not mention your country is not permission to play from it.
How we checked this page
We read the restricted-country, bonus, payment and VPN clauses in the general terms and bonus terms of the 12 casinos we review, as captured for our reviews in October 2026, and counted each list ourselves; Slotosport’s pound and euro terms give the same list. The regulatory points come from the CGA’s terms-and-conditions guideline (April 2026), its anti-money-laundering rules (January 2025), the LOK (P.B. 2024, no. 157) and its stakeholder bulletin for May to July 2026, and the UK results from our October 2026 visits. We did not contact the casinos, and lists change, so check the current terms before you open an account.
Frequently asked questions
Which countries are restricted under a Curaçao gaming licence?
There is no single list. The CGA requires each licence holder to tell players where play is permitted, restricted or prohibited, so each casino publishes its own. The United States is excluded by every casino we review; the Netherlands, Curaçao itself, Russia, Belarus and Georgia are also common.
Which countries can a Curaçao-licensed casino serve?
The licence names none. It lets a company offer games of chance from Curaçao; whether the casino may serve players in a particular country depends on that country’s law, and each casino lists the countries it excludes in its terms.
Is the restricted-countries list the same at every Curaçao casino?
No. Casinos run by the same company often share one, but the lists we read in October 2026 ran from one named country to 208 countries and territories, and one casino’s terms contained two different lists.
Do Curaçao casinos accept UK players?
A Curaçao licence does not authorise a casino to serve Great Britain, which requires a Gambling Commission licence. Of the casinos we review, Freshbet and Slotosport exclude the UK in their terms, and five of the seven Curaçao-licensed casinos restricted our UK visits in October 2026.
Can I use a VPN to play at a Curaçao casino?
Several casinos forbid VPNs and similar tools that hide your location, and some say winnings obtained by getting round a regional restriction can be confiscated. Identity checks show where you live in any case.
Do Curaçao casinos accept players from Curaçao?
Not the ones we review: every Curaçao-licensed casino we review excludes residents of Curaçao in its terms, and most also exclude Aruba, Bonaire, Saba and Sint Maarten.
What happens to my balance if I play from a restricted country?
It depends on the casino’s terms. Some close the account and keep the balance, some refund deposits less a deduction, and some forfeit the funds if the country you gave at registration proves wrong.
