Curaçao licence holders

Curaçao gaming licence holders

Curaçao licences belong to companies, not casino brands. Here are the licence holders behind the casinos we review, how to read the CGA’s licence list and our profiles of the companies that matter most.

01 / The short answer

Who holds Curaçao gaming licences?

A Curaçao gaming licence is held by a company, not by a casino brand. Under the 2024 law, a licence holder must be a company incorporated and based in Curaçao, usually an N.V. or B.V., and one company can run many casino websites under a single licence. The Curaçao Gaming Authority (CGA) publishes its licence register as a PDF: the October 2026 edition lists 666 licences, 571 for companies serving players (B2C) and 95 for suppliers to them (B2B).

For the 12 casinos we review, three Curaçao licence holders cover seven casinos. Santeda International B.V. alone runs five of them; Sefiarray B.V. runs Betmac and Ryker B.V. runs Freshbet. A company can add websites to its licence over time, so our page on new Curaçao online casinos dates each casino by its address. The other five casinos hold an Anjouan licence or name no licence at all. The table below shows each one, and our licence-holder profiles go into three companies in depth.

The licence holders behind the 12 casinos we review

We matched each casino’s terms, footer and CGA website certificate against the CGA register published in October 2026. The certificate status is what the certificate linked from the casino’s site said when we reopened it that month.

CasinoLicence holder, licence and status
RollettoHolder: Santeda International B.V. (151296). Licence: Curaçao OGL/2024/1798/1048. Register: Assessment in progress. Certificate: Active.

ZizobetHolder: Santeda International B.V. Licence: Curaçao OGL/2024/1798/1048. Register: Assessment in progress. Certificate: Active.
CosmobetHolder: Santeda International B.V. Licence: Curaçao OGL/2024/1798/1048. Register: Assessment in progress. Certificate: Active.

BetmacHolder: Sefiarray B.V. (155219). Licence: Curaçao OGL/2024/842/0350. Register: Assessment in progress. Certificate: Active.
FreshbetHolder: Ryker B.V. (154186). Licence: Curaçao OGL/2024/1800/1049. Register: Indefinite. Certificate: Active.
WildiesHolder: Leva Limited. Licence: Anjouan, not Curaçao, so it is not in the CGA register.
SlotosportHolder: names a company, 3-102-951326, but no regulator or licence number.
WinbeastHolder: no operator or licence named.
WinplaceHolder: no operator or licence named.
LegionbetHolder: no operator or licence named.

Two points stand out. First, the register and the certificates disagree for six of the seven Curaçao-licensed casinos: the certificates said “Active”, while the register showed the licences of Santeda and Sefiarray as still under assessment, with expiry dates that had passed. Only Freshbet’s holder, Ryker B.V., has an indefinite licence in the register. Second, a shared licence holder does not mean shared terms: our Santeda profile, below, compares the five Santeda casinos, whose dormant-account fees range from nothing to 20% of the balance a month.

03 / Company profiles

Curaçao licence-holder profiles

Our profiles trace a company through the CGA register, casino terms and regulators’ decisions. Inclusion is not a recommendation or proof that every connected website is licensed today.

Santeda International B.V.

The company behind five of the casinos we review, with a Curaçao licence under assessment and a record of action by regulators in Spain, Sweden and Australia over brands that reached their markets without a local licence. Read the Santeda profile.

Dama N.V.

Holder of an indefinite Curaçao licence since December 2025 and historically linked to King Billy, PlayAmo, Playfina and Spirit Casino, several of which now name other operators. Australian warnings and an overturned 2024 bankruptcy are part of its record. Read the Dama profile.

Altacore N.V.

A Curaçao licence holder still under assessment in October 2026, prohibited from serving Sweden in 2025, whose former brands such as Spinsbro and Betify now name other operators and Anjouan licences. Read the Altacore profile.

04 / The licence list

How to read the CGA’s licence list (PDF)

The CGA publishes its Curaçao gaming licence list as a PDF register on its website and replaces it with new editions; the one we used is dated October 2026. Each row gives the licence number, the licensee, whether the licence is B2C or B2B, the company’s Curaçao registration number, the issue and expiry dates and a status. The CGA notes that the register is an overview and does not guarantee that a licence is valid today.

Licence statuses in the CGA register, mid-October 2026
StatusLicencesWhat it means
Indefinite209A full licence with no end date, still subject to supervision.
Assessment in progress296The CGA has not finished its review; 289 of these entries showed an expiry date that had passed when the edition was published, and the other seven are six-month licences ending between 14 and 28 October 2026.
No status, six-month term53Recent licences with a six-month term, the length the law allows for a provisional licence.
Expired58The licence term has ended.
Revoked at the operator’s request50The company gave up its licence.

Search the PDF by company number rather than brand name: casinos rarely appear in it, because the licence belongs to the company. Licences the CGA itself has taken away are in a separate enforcement register, and testing laboratories and dispute services certified by the CGA, such as eCOGRA, are in a third list. Our guide to Curaçao gaming licence changes explains the statuses and the transition behind them.

05 / How to check

How to find who holds a casino’s licence

  1. Read the casino’s terms or footer for the company name, its Curaçao registration number and the licence number. Under the CGA’s terms guideline, licensed casinos must state all three.
  2. Open the seal or certificate link and check that it names the exact website you are using and the same company. The CGA says a certificate for a different domain means the website is not authorised.
  3. Find the company number in the CGA register and note the status and dates.
  4. Watch for old wording: references to master licences, sublicences, the Gaming Control Board or the 1993 ordinance describe the system before the 2024 law and the end of sublicences in 2025.

Our guide to checking a Curaçao casino licence takes you through each step.

06 / UK readers

Does a Curaçao licence holder need a UK licence?

Yes, to serve customers in Great Britain. Any business offering remote gambling to consumers there needs a licence from the Gambling Commission, wherever it is based, and the companies in the table hold Curaçao or Anjouan licences, not UK ones. Our guide to the Curaçao gambling licence in the UK compares the two systems.

07 / Our assessment

Our assessment

Knowing the licence holder is the most useful single fact about a Curaçao casino: it tells you which company is responsible for your account, which register entry to check and which regulatory history to read. The register is a dated overview, the certificates can disagree with it, and casino pages lag behind both, so check all three and keep the date of each check.

How we checked this page

We matched the terms, footers and certificates captured for our October 2026 reviews against the CGA licence register dated October 2026 and the certificates we reopened that month, and counted the register’s statuses ourselves from the PDF. We did not contact the companies.

Frequently asked questions

Is there a list of Curaçao gaming licence holders?

Yes. The CGA publishes its licence register as a PDF on its website. The October 2026 edition lists 666 licences with the licensee, company number, licence type, dates and status.

Who holds the licence for Rolletto, Velobet, Zizobet, Cosmobet and Goldenbet?

Santeda International B.V., company number 151296, under Curaçao licence OGL/2024/1798/1048. The CGA register showed it as under assessment in October 2026, while the casinos’ certificates said Active.

Can one company hold a licence for several casinos?

Yes. The licence belongs to the company, and each website it runs gets its own certificate. Santeda runs five of the casinos we review under one licence.

Why can’t I find a casino brand in the CGA register?

Because the register lists licence holders, not brands. Find the company name and number in the casino’s terms and search the register for those instead.

What does B2B mean in the Curaçao licence list?

B2B licences are for suppliers to gambling businesses, such as platform or game providers. A casino that takes your deposits needs a B2C licence.

Is a casino safe if its licence holder is in the register?

Not on that alone. The register is a dated overview, and an entry does not cover a website unless its certificate names that exact domain; the casino’s terms still decide how your money is treated.
