Santeda International B.V. casinos
The Curaçao company behind Rolletto, Velobet, Zizobet, Cosmobet and Goldenbet: its licence record, website certificates and regulators’ decisions, and how its five casinos’ terms differ.

Santeda International B.V. at a glance
Santeda International B.V. is the Curaçao company behind five of the 12 casinos we review: Rolletto, Velobet, Zizobet, Cosmobet and Goldenbet. The table sets out what the official records showed in October 2026.
| Detail | What the records show |
|---|---|
| Legal company | Santeda International B.V. |
| Jurisdiction and company number | Curaçao · 151296 |
| Curaçao licence | OGL/2024/1798/1048 · B2C (business-to-consumer) |
| CGA register, October 2026 | Assessment in progress; issue date June 2025, expiry field December 2025 |
| Website certificates | Active for rolletto.win, velobet.com, velobet.win, zizobet.com, cosmobet.com, cosmobet.one and goldenbet.com; grant date August 2024 |
| Payment agent named in casino terms | Santeda International Limited, Cyprus |
| Ultimate owners | Not named in any document we examined |
Company number 151296 is the reliable link between the casino terms, the website certificates and the CGA register; it is more precise than a logo or a similar business name. The licence dates belong to the licence, not to the company’s incorporation or a casino’s launch.
Santeda International B.V. casinos
The CGA website certificates we reopened in October 2026 name Santeda as the operator of all five casinos below, and their terms or about pages name it too. Each review covers the casino’s offers, payments and restrictions in full. A certificate covers one exact address, so a mirror or a different domain needs its own check.

Rolletto
rolletto.winIts certificate names Santeda and licence OGL/2024/1798/1048; the site footer still describes the licence under the 1993 ordinance that the 2024 law replaced.

How the five Santeda casinos compare
One company, one licence, but not one set of rules. All five cap ordinary withdrawals at €7,500 a week and €15,000 a month or the currency equivalent, process payouts within three banking days in their terms and offer self-exclusion for six months to five years through customer support. They differ where it matters to a player’s money:
| Casino | UK visit, minimum deposit, welcome wagering and dormant accounts |
|---|---|
| Rolletto | UK visit: restricted. Minimum deposit: €20. Welcome wagering: 40× deposit plus bonus on the first two stages, 30× on the third, within five days. Dormant account: can charge 20% of the dormant balance a month after 60 days. |
| Velobet | UK visit: restricted. Minimum deposit: €10. Welcome wagering: 30× deposit plus bonus within 30 days. Dormant account: can charge 20% of the dormant balance a month after 60 days. |
| Zizobet | UK visit: not restricted. Minimum deposit: €10. Welcome wagering: 30× deposit plus bonus within five days. Dormant account: no dormancy fee in its terms. |
| Cosmobet | UK visit: restricted. Minimum deposit: €20. Welcome wagering: 30× deposit plus bonus within seven days. Dormant account: can charge 5% of the dormant balance a month after a year. |
| Goldenbet | UK visit: restricted. Minimum deposit: €20. Welcome wagering: no welcome package; its spin winnings are wager-free. Dormant account: can charge €10 a month after 12 months. |
The biggest difference is the dormant-account fee: at Rolletto and Velobet a balance left untouched for 60 days can lose a fifth of its value each month, while Zizobet’s terms charge nothing. Read each casino’s own terms rather than assuming a shared operator means shared conditions.
Who is Santeda, and who owns it?
Santeda is the legal business named in the casino contracts. You may deal with a Rolletto or Zizobet support team while the terms name Santeda as the operator, so record both names when you complain: the brand identifies the account, and the company identifies the business responsible for it.
The operator and the payment agent
All five casinos’ terms or footers name Santeda International Limited, at Poreias 2, Limassol, Cyprus, as payment agent for the Curaçao licence holder and describe the B.V. as its parent company. Both names contain “Santeda International”, but they are separate companies with separate roles. If an unfamiliar name appears on a card or bank statement, ask the casino to match it to your transaction reference.
What is known about the owners?
None of the documents we examined names Santeda’s ultimate individual owners. The parent-company description explains the payment agent’s position; it does not identify the people behind the B.V. A director, representative or shared address is not a substitute for that information.
Santeda’s Curaçao gaming licence and regulatory record
Register status and website certificates
Santeda’s CGA licence is in the B2C category, for operators that serve players directly. The CGA register published in October 2026 shows it as “Assessment in progress”, with an expiry field of December 2025, while the seven website certificates we reopened in October 2026 all said “Active” with a grant date of August 2024. The two records answer different questions, and neither label alone shows that the licence has lapsed; the CGA says its register does not guarantee the current validity of a licence. Our guide to Curaçao gaming licence changes explains the statuses and why the CGA is replacing its website seals after retiring its online portal in October 2026.
All five Santeda casinos still describe their licence, somewhere on their sites, under the 1993 ordinance that the 2024 law replaced, or name the Gaming Control Board, the regulator’s pre-2024 name, although their certificates cite the 2024 law. Old wording does not by itself make a licence invalid, but it shows the terms have not caught up with the law.
Regulatory findings outside Curaçao
- Spain
MyStake: €5 million sanction
Decision ES/2022/157 of Spain’s gambling regulator, the DGOJ, imposed a €5 million fine and a two-year disqualification from gambling activities and from obtaining the corresponding authorisation, over Santeda’s unlicensed MyStake service in Spain.
- Australia
Golden Bet: formal warning
The Australian Communications and Media Authority (ACMA) warned Santeda International B.V. for providing prohibited and unlicensed interactive gambling through Golden Bet to customers in Australia. The warning was published in February 2024.
- Sweden
Prohibition without a Swedish licence
Spelinspektionen prohibited Santeda from offering gambling in Sweden without a licence (case 23Si2588). The decision concerned MyStake’s Swedish-language offering, also named Cosmobet, Goldenbet, Rolletto and Velobet, and referred to an Anjouan licence at that time.
- Australia
MyStake: further formal warning
The ACMA found that Santeda had provided prohibited and unlicensed interactive gambling through MyStake to customers in Australia. The warning was published in March 2026.
The dates are those of the decisions, which can come before publication. We have seen no record of whether the Spanish fine was paid, of any appeal or of whether the two-year restriction still applies, so read it as a dated sanction. Together, the findings show regulators repeatedly acting over Santeda brands reaching their markets without a local licence. A Curaçao licence does not remove local licensing requirements, and none of these decisions settles an individual player’s payment dispute.
Can UK residents use Santeda casinos?
Santeda holds a Curaçao licence, not a UK one, and providing remote casino gambling to customers in Great Britain requires a licence from the Gambling Commission, wherever the business is based. On our UK visits in October 2026, Rolletto, Velobet, Cosmobet and Goldenbet showed a regional restriction page; Zizobet did not, but that is not permission to serve Great Britain, and UK-licensed protections do not apply there.
A sterling balance, an English-language site or a card brand that lists the UK among its countries does not settle the licensing question. Northern Ireland has its own gambling law. Our guide to the Curaçao gambling licence in the UK compares the two systems rule by rule.
Payments, bonuses and account rules
A withdrawal limit matters as much as processing time
All five casinos state that withdrawals are processed within three banking days, after any checks, and cap ordinary withdrawals at €7,500 a week and €15,000 a month or the equivalent. Promotion and VIP terms can change those limits. A €40,000 balance would therefore take at least three months to withdraw in full, even if every request were processed on time. Our withdrawal terms guide separates processing from the money reaching your account.
Deductions and bonus caps
Zizobet’s terms reserve a 20% deduction from a withdrawal if the deposit has not been wagered once, a condition on deposited money separate from any bonus wagering. Cosmobet’s general bonus terms cap withdrawals of winnings from deposit bonuses at ten times the qualifying deposit, so a €20 deposit gives a €200 ceiling however much the bonus balance grows. Our bonus conditions guide explains how caps, wagering bases and deadlines interact.
Verification and payment ownership
Zizobet’s KYC policy allows extra checks when the source of funds is unclear or transactions are larger or more frequent, and the terms prohibit third-party payments, so the payment account must be yours. Ask the casino which documents it needs and send them only through your verified account.
Responsible gambling and account controls
All five Santeda casinos describe time-outs and self-exclusion for six months to five years, requested through customer support or by email. Curaçao’s 2024 law sets a minimum of twelve months for a self-exclusion requested in writing, so if you need a long break, ask for at least a year, state that you are self-excluding because of gambling harm and keep the written confirmation with its dates.
The casinos’ pages do not say that excluding yourself at one Santeda brand blocks the others, although the CGA’s Responsible Gaming Policy expects self-exclusion to cover every brand under the licence. Ask which accounts and domains the exclusion covers. The National Gambling Helpline, run by GamCare, offers free, confidential support, and our responsible gambling page lists more help.
Complaints and dispute resolution
Use the complaint route of the casino that holds your account; Zizobet and Cosmobet publish dedicated complaints addresses. Their dispute pages describe handling by support and escalation within the company while a case remains open, and refer to independent bodies or the regulator listed on the website without naming one. Under Curaçao’s rules the casino must answer a complaint within four weeks, extendable once, and offer free alternative dispute resolution (ADR) from a CGA-certified service at its own cost; none of the five names such a service in its terms.
Include the account and domain, the transaction or game reference, dates, amounts, the disputed condition and the outcome you want, and ask for a written final answer. ADR providers such as eCOGRA handle disputes only for the operators they cover, so confirm coverage before relying on one. The regulators’ actions above concern market access; they do not decide an individual balance.
Our assessment of Santeda International B.V.
Santeda’s identity and its links to five of the casinos we review are well documented: one company number, one Curaçao licence and Active certificates for every address we checked. The weaknesses sit elsewhere. Regulators in Spain, Sweden and Australia have acted over Santeda brands serving their markets without a licence, the register still shows its licence under assessment, and the terms of its casinos carry conditions that can cost money, from dormant-account fees to weekly withdrawal caps.
Judge each Santeda casino on its own terms: the five share an operator but not a dormancy fee, a minimum deposit or a bonus. For readers in Great Britain, the starting point is that Santeda holds a Curaçao licence, not a UK one.
How we checked this profile
We matched the casino terms, about pages and footers captured for our October 2026 reviews against the CGA register published in October 2026 and the website certificates we reopened that month. The regulatory decisions come from the Spanish, Swedish and Australian regulators’ own documents, saved in October 2026. We did not contact Santeda or open accounts.
